New Thrive Service Station won't recognize updates

I just recently purchase two refurbished thrives from 1SaleADay.com. The first one works great, upgraded from 3.1 to 3.2 then to ICS without a problem. The second one upgraded from 3.1 to 3.2, but when searching for updates in the Service Center, it comes back with "No Updates Available". Both were registered just fine and I accepted the licensing agreement with each.

    What I've tried so far...

Reset to factory defaults (through settings and through powering on the device while holding the volume + sign), this did not work.
Downloaded the update for the service station from Toshiba.com. (Didn't work).
Forced Stop/Clear Cache of the Service Station App. (Didn't work).
Contacted Toshiba Support who basically said that it will need to be sent in, which would cost me $25 in shipping. Since I purchased the thing for $160, I'd like to avoid that charge.

    My questions to you guys.
Is there a way, without rooting, to manually update to ICS?
Without rooting, could I simply hold the power button and volume plus sign and apply Dalepl's Stock Rom update using the 'apply update from external storage' feature?
Knowing that I have a second one right next to me, is there any way to copy and transfer the necessary .apk files from the one that's working to the one that's struggling?

Any help would be greatly appreciated! Thanks!

Try clearing data as well for the SS .

No, you can't use stock recovery to flash a custom ROM.

The update is not an .apk file.

The update, once applied, is immediately deleted.

Rooting would be the far simplest way if the above doesn't work.

I apologize, I had cleared the data before to no avail as well. The updated file from Toshiba for the Service Station downloaded as os2011296a_TC00414100A.apk. Essentially at this point my options are to root or pay the $25 to ship it to Toshiba? Thank you for your help in this matter, it really is appreciated!

You can try updating the SS that way. I was referring to the ICS update.
In theory, Toshiba shouldn't need to get involved. It was purchased from a vendor, and the vendor should allow you to return/exchange the newly purchased defective item.
    Let THEM deal with Toshiba.

I agree with rooting. While it's not 100% foolproof, don't bother with the OTA updates. It's much easier to root now and install, say, dalepl's ICS ROM. I can't say enough good things about turning Toshiba's pre-installed bloatware from system apps into user apps, allowing you to uninstall them.
