That would be a nice reason for the delay to fall to give us JB instead of ICS, but I doubt that is why.

after calling support twice and emailing toshiba i asked toshiba on twitter when thrives would get jelly bean. the response was they aren't. toshiba is no longer supporting the thrive tablets. I've already had apps updated to jelly bean that are now useless to me as well as apps i need for school. not at all happy with toshiba. their help desk didn't know it want going to be updated. can't afford to put out $400 a year for tablets. checked out the excite, not exciting. no Ports. OS lockeddown like the thrive, apparently they have no regard for customers. won't be buying another toshiba anything.

Considering it was released in July of 2011, and it was shipped with an earlier HC build, and we (with a LOT of insider help) got ICS, I'm not too sure that I'd have expected JB.
The hardware is older.... Pio_Masaki had to jump through hoops to get JB running at all stably, and may still not have all of the needed hardware drivers to make it 100% compatible with the aging hardware.
His ROMs are certainly an option after rooting if JB is an absolute necessity for certain apps that are crucial to your usage.
I can't, however, argue the fact that you wouldn't purchase another Toshiba tablet.
Their support, and commitment to tablets in general, in many ways, is well behind that of other, more vested, tablet manufacturers/sellers.
